Universitas Syiah Kuala (Unsyiah) sedang mempertimbangkan usulan para pihak agar nilai hasil Ujian Nasional (UN) bisa menjadi syarat dalam penerimaan mahasiswa baru masuk Perguruan Tinggi Negeri (PTN). Hal ini terungkap dalam rapat koordinasi penyelenggaraan UN tingkat SMA sederajat tahun ajaran 2011/2012 di Hotel The Pade, Aceh Besar, Selasa dan Rabu (27-28/3).
"Kita menganggap usulan ini masuk akal. Namun kami (Unsyiah) meminta dinas dan pihak terkait di Aceh dapat membuktikan terlebih dahulu bahwa pelaksanaan UN di Aceh telah terbebas dari kecurangan," ujar Pembantu Rektor (PR) I Unsyiah, Prof Dr Ir Samsul Rizal M.Eng di sela-sela penutupan acara, Rabu (28/3).

Menurutnya, usulan nilai UN menjadi syarat masuk PTN, awalnya berasal dari Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhammad Nuh. Namun pihak Kemendikbud juga belum bisa merincikan mengenai formulasi nilai UN dalam seleksi masuk PTN.

Akhirnya membuat sejumlah PTN di Indonesia, termasuk Aceh menjadi ragu-ragu dalam melaksanakan kebijakan tersebut. Ditambah lagi, pelaksanaan UN di Aceh selama beberapa tahun terakhir, juga masih diwarnai dengan kecurangan dan kebocoran soal.

Belum Murni

"Hal ini mengindikasikan nilai UN siswa Aceh belum murni. Jadi, kalau memang dinas dan dewan tetap mengusulkan nilai UN jadi syarat masuk PTN, tolong buktikan dulu, bahwa hasil UN kita terbebas dari kecurangan," tegasnya.

Sebagai contoh, tingginya kelulusan siswa Aceh di UN, ternyata tidak dibarengi dengan tingkat kelulusan siswa saat memasuki PTN. Tingkat kelulusan siswa Aceh dalam Seleksi Nasional Masuk Perguruan Tinggi Negeri (SNMPTN) masih berada di urutan 27 dari 33 provinsi.

Jadi, ini kondisi yang sedang terjadi saat ini. Jangan sampai kita membohongi diri kita sendiri. Jika UN sudah berjalan dengan baik dan bebas dari kecurangan, kami akan dengan senang hati melaksanakan kebijakan tadi," jelas Samsul Rizal.

Menyangkut hal ini, Kepala Kantor Wilayah Kementerian Agama (Kakanwil Kemenag) Aceh, Drs H Ibnu Sakdan, juga mengungkapkan hal yang sama. Dirinya menambahkan bahwa para pihak di Aceh untuk dapat bersikap jujur dengan apa yang terjadi di Aceh selama ini. Jangan sampai ada pemikiran bahwa guru yang membantu siswa di UN itu, tidak berdosa. Itu merupakan dosa besar.

Rapat koordinasi penyelenggaraan UN tingkat SMA sederajat itu dihadiri perwakilan 23 perguruan tinggi negeri dan swasta di Aceh, 23 penanggungjawab, 23 perwakilan Dinas Pendidikan dari kabupaten/kota serta sejumlah pihak terkait lainnya.

Spmb Nusantara sudah membuka pendaftaran TPBI atau Tes Penjajakan Bidang Ilmu, suatu jenis tes yang menjajaki tentang minat dan kemampuan calon mahasiswa yang diselenggarakan oleh Perhimpunan Spmb Nusantara bekerjasama dengan beberapa perguruan tinggi negeri. Selama ini Perguruan Tinggi Negeri pada proses seleksi melalui jalur Undangan Universitas berlandaskan pada konsistensi nilai raport sejak kelas 10 sampai kelas 12 (Semester 1) SMTA, dan calon mahasiswa tersebut diusulkan oleh sekolah. Hasil dari evaluasi terhadap nilai raport serta rekomendasi dari Guru Sekolah belum memberikan keyakinan tentang kemampuan calon mahasiswa, terutama berkaitan dengan kesesuaian antara bidang ilmu yang diminati dengan kemampuan akademiknya. Unsyiah ini termasuk PTN yang mengikuti TPBI atau Tes Penjajakan Bidang Ilmu untuk tahun akademik 2012/2013.

Universitas Syiah Kuala (Unsyiah) tahun ini kembali mengadakan Tes Penjajakan Bidang Ilmu (TPBI) bagi siswa kelas III SLTA/sederajat. Pendaftaran untuk peserta tes tersebut akan dibuka sejak 23 Januari ini hingga 17 Februari mendatang. Selain Unsyiah, tes yang sama juga akan dilaksanakan Universitas Sumatera Utara (USU), Universitas Jenderal Soedirman (Unsoed), dan Universitas Palangkaraya (Unpar).

“Salah satu tujuan tes ini adalah nilai TPBI dapat menjadi bahan pertimbangan perguruan tinggi negeri dalam menerima calon mahasiswa baru melalui jalur Undangan Seleksi Masuk Universitas (USMU),” ujar Pembantu Rektor I (Bidang Akademik) Unsyiah, Prof Dr Samsul Rizal MEng kepada Serambi di ruang kerjanya, kemarin. Turut hadir Kepala Humas Drs A Wahab Abdi MSi.

Dikatakan, tujuan lain dari tes itu adalah memberikan penilaian kemampuan siswa dalam ujian dengan materi sama (standard test), memberikan gambaran awal atas minat seorang siswa, dan TPBI menjadi ajang latihan (try out) untuk kesiapan siswa dalam menghadapi SNMPTN. “Peserta yang boleh memilih Unsyiah dan USU adalah siswa yang ada di Aceh dan Sumatera Utara,” jelas Samsul.

Menurut Samsul Rizal, pelaksanaan tes itu akan diawali dengan pembayaran biaya pendaftaran (Unsyiah Rp 300 ribu) di semua bank pada 23 Januari sampai 17 Februari 2012. Lalu, calon peserta memperoleh nomor pendaftaran dan password yang digunakan untuk melakukan pendaftaran secara online melalui website TPBI pada 23 Januari ini sampai 17 Februari mendatang. “Ujian tulis rencananya dilaksanakan 26 Februari mendatang,” rincinya.

Setiap peserta TPBI, lanjut Samsul, akan diberi sertifikat dengan kategori nilai cukup, baik, dan amat baik. “Hasil inilah yang nanti akan menjadi bahan pertimbangan lain bagi kita untuk menerima calon mahasiswa baru dari jalur USMU yang dikirim sekolah,” jelas Samsul. Disebutkan, materi tes meliputi kemampuan dasar (matematika, bahasa Indonesia, bahasa Inggris), kemampuan IPA (fisika, kimia, biologi), serta kemampuan IPS (ekonomi, geografi).

Kepada siswa SMA yang mampu secara akademik tapi tak mampu secara ekonomi yang ingin melanjutkan pendidikan ke perguruan tinggi, menurutnya, bisa mendaftar melalui program Beasiswa Bidik Misi Dikti. “Formulir untuk calon mahasiswa program Bidik Misi dikirim ke sekolah-sekolah atau bisa diakses di www.bidikmisi.dikti.go.id,” pungkasnya.

UNSYIAH, is a manifestation of the will of the people of Aceh to have a state institution of higher education, as it never existed and evolved in the past.

In the reign of Sultan Iskandar Muda, the Kingdom of Aceh has been a center of science are well known. The students and faculty come from all over the world, such as the Turkish Empire, Iran, and India. Kuala Shiites, whose name ditabalkan at public universities in the Veranda of Mecca, is a leading cleric named Nusantara Tunku Abdur Rauf Singkili As in the XVI century, famous both in the field of science and religious law.

In 1957, formed the beginning of Aceh Province, Aceh government leaders, among others, by Governor Ali Hasjmy, Lord of War Lieutenant Colonel H. Syamaun Ghaharu and Major T. Hamzah Treasurer and supported the authorities, scholars, clerics, and other politicians have agreed to lay the groundwork for regional education development in Aceh.

April 21, 1958, Aceh's Welfare Fund Foundation (YDKA) was formed with the purpose of development held in order to realize the spiritual and temporal welfare and happiness of society. YDKA was initially chaired by Regent M. Husen, Head of Public Administration in the Office of the Governor at the time, which was then headed by Governor Ali Hasjmy. YDKA put together a program include:
a. Establishing the township schoolchildren / students in the provincial capital city and every county in the region of Aceh.
b. Pursue the establishment of a university for the region of Aceh.

Consistent with this idea, dated June 29, 1958, Lord of War Special Region of Aceh form AND CREATOR OF THE CITY COMMISSION Planner STUDENT / STUDENT. The Commission is regarded as siblings YDKA this commission has the task as creators, thinkers body, and inspiration for YDKA, so the commission is seen as a major capital construction of township learners / students.

Creator of the Commission chaired by the Governor and Lt. Col. Ali Hasjmy T. Hamzah as vice chairman. The first results of his work which is creating a name for the city DARUSSALAM student / student, and the Shiite KUALA for the University established.

At the opening and inauguration Kopelma Darussalam, President Sukarno declared that Darussalam Aceh as a regional education center is a symbol of a peaceful climate and atmosphere of unity, the result of cooperation between the people and leaders in Aceh, as well as capital development and progress in particular areas of Aceh and Indonesia generally.

History has proven that determination has to realize the ideals become a reality, and this fact has been immortalized in a sketch on a monument Darussalam through the handwriting of a leader of the country.
From then on, all components of the Acehnese people come to devote thought and effort and work hand in hand in building that foundation Darussalam UNSYIAH. Police, soldiers, employees, school children, people around the village of Darussalam worked together to take part with full sincerity to establish and donate the labor for the construction of Darussalam, which is seen as the "People's Heart of Aceh".

Unsyiah embryo that starts from the Faculty of Economics, followed by the establishment of the Faculty of Veterinary Medicine and Animal Science in 1960. Unsyiah, as a new university was formally declared on June 21, 1961 through the Ministerial Decree No. PTIP. 11 of 1961 and by Presidential Decree No. pengesahaannya. 161 dated 24 April 1962. Along with the opening of SK Unsyiah, it also opened the Faculty of Teacher Training and Education, and Faculty of Law and Public Knowledge.

Unsyiah development continued with the establishment of the Faculty of Engineering, Faculty of Agriculture, Faculty of Medicine and Faculty of Mathematics and Natural Sciences. Besides the 8 faculties with Strata 1 level is, until today Unsyiah profession has had a program for physicians and veterinarians, diploma programs 3 (D-III) Faculty of Economics, Faculty of Engineering, Faculty of Mathematics, diploma programs 2 (D-II PGSD) Faculty of Teacher Training and Education, S1 Extension Faculty of Economics, Faculty of Law, Faculty of Engineering and Faculty of Agriculture, as well as parallel classes S1 FKIP.

In addition, UNSYIAH also has opened his Master's degree programs (PPs) Master in Economics and Development Studies (IESP), Master of Management (MM), Conservation of Land Resources (KSDL), Management Education (MP), and Master of Engineering (MT ). In the 1998/1999 academic year, UNSYIAH has received new students for the Doctoral Program (S3) in the field of economics.
